Communities in Tanzania face significant challenges of poverty, inequality, and climate change, disproportionately affecting
women, youth, and children. These vulnerable groups often lack access to essential resources, capacity-building opportunities,
and adequate technical skills, leading to systemic barriers to growth and development. Different empowerment initiatives to
address these challenges in communities and fostering long-term economic independence and social equity are essential.
Tanzania Microfinance Act 2018 has divided the microfinance sector into four tiers. Empower Tanzania for Change (ETC) seeks to
contribute to the holistic sustainable development through microfinance sector tier 3 and 4 which are financial cooperatives,
Savings and credit Cooperative Societies (SACCOS), Village community banks (VICOBA) including VSLAs.
ETC understands that many Tanzanians are in the micro businesses like small holder farmers and small entrepreneurs which need
credit and education in the activities which they are conducting. It is under these circumstances that ETC will also strengthen
the institutions which work with the small holder farmers and micro, small and medium enterprises (MSMEs). In strengthening these
institutions and bringing together the MSMEs we have decided to take the approach of bringing together the financial cooperatives,
SACCOS and village community banks under an integrated cooperative model for smallholder farmers and Sacco’s as well as village
community banks for MSMEs to work together and take advantage of each other.
This is allowed under the Microfinance ACT 2018 as these Village Community banks when they grow strong, they will form SACCOS, and
SACCOS when they grow strong will form Microfinance Banks.
Empower Tanzania for Change (ETC) is a local NGO registered on 31.12.2025 under the Non-Governmental Organizational
Act No. 24 of 2002 registration no. OONGO/R/8852 with the mandate to operate in Tanzania Mainland.

ETC aims to increase technical and knowledge skills in Tanzanian communities, particularly among women, youth,
and children, through training, capacity building, facilitation, and advisory programs.
ETC’s vision is to envision strong communities that take social, economic, and environmental responsibility
and pave the way for a more just and resilient society.
Target Group: Women, Youth, and Children. ETC’ strategic focal target group in the communities is to empower women, youth, and children. Focus on young people aged 15-35, who are in formal education or who are often unemployed, underemployed, and underrepresented in economic activities and decision- making. Target women, especially single mothers and those in impoverished situations, who face gender inequalities in income and asset ownership, with limited access to finance, to enhance their entrepreneurial skills and financial inclusion. Focus on children with disabilities and those living in hazardous circumstances, offering tailored educational support and resources to reduce school dropouts.

Most of our community-based programs for youth and disadvantaged groups are free or highly subsidized. For corporate or organizational leadership training, we offer competitive professional rates that help fund our community outreach.
We project key performance indicators to be reached as per organization’s strategic plan, and then we track progress through pre- and post-training assessments, long-term mentorship tracking, and alignment with specific DIRA 2050 for Tanzania and SSDG indicators, such as income growth (SDG 1) and leadership participation.
